Seems like their strength is in threatening, not doing; even KJU knows the hammer he'd bring down on his own head if he lobbed a nuke...hopefully

We certainly HOPE it's only for internal consumption, problem is Kim is too young to remember the horrors of the Korean War, he's never picked up a rifle let alone learned which end goes "Pew!" and that ongoing armistice is rather inconvenient for him. And Kim has to know that if he launches a first strike we can level Pyongyang and the entire country within hours... But he may just be crazy enough to try it anyway, thinking he has an Escape Plan.

World's largest open air prison camp with most citizens on starvation rations and they walk anywhere since there is no non-military transportation - yet they still do elaborate charades of Buses Taxis and Trains running with actor passengers for Tourists to show how modern and prosperous they are.

Kim's rhetoric is for internal consumption. He wants to maintain power. He knows full well that if he conducts a first strike, his reign is over.
