1994 was the year of California’s Proposition 187 or the “Save our State” initiative. Proposition 187 prohibited illegal aliens from accessing public assistance, healthcare, and education while also promoting a collaborative environment for local law enforcement and federal immigration authorities. It prevented cities from adopting any sanctuary status. Though there may have been aspects of it that were contrary to case law i.e. Plyler v. Doe (public education and illegal immigrants) the measures seemed like a logical attempt by a state with limited resources to redirect them to the citizenry first.
